Comat and E-Governance

Comat’s journey in the E-Governance space commenced in 1996 when we developed for the first time, a software application that provided Indian Language capability to Windows 3x which was emerging as the dominant desktop operating system at that time. The technology provided many advantages including usage on all standard Windows applications and also provided the tools for development of Indian Language applications.

Comat successfully developed and deployed a complete solution for the Election Photo Identity Cards project (EPIC). The application allowed the entry of Elector details in English and a local language, capture of the elector photograph from videotape and printing of the Identity card. This pioneering application was used in over 10 states across the country by several agencies who had been contracted the task from respective state governments.

In 1995, Comat executed its first EPIC project in Shimoga, a district about 150 miles from Bangalore with a population of 1.5 million people. The project involved not only the provision of technology, but actual production and distribution of the EPIC cards. The successful management of this project helped Comat gain 10 more assignments in EPIC projects. Subsequently, Comat has been awarded several projects by the Election Commission in Karnataka, Tamil Nadu, Pondicherry and Uttaranchal and have executed them successfully.

EPIC Technology development and other related projects have sharpened the abilities of Comat to develop Technology, Project management and Implementation processes that have become a part of our core strengths. Today Comat has operations in 9 states of India and by 2006, our goal is to have operational presence in 14 states of India.

With over eight years’ experience in implementation, Comat has in-depth knowledge and understanding of the details of the process. Our implementation services include:

  Digitization
   

Over the last eight years, Comat has provided digitization services to several Government departments. In the process we have digitized over 100 Gigabytes (GB) data and over 100 million images. We have also evolved recruitment and a training methodology that help to recruit and train local talent for digitization activities. In addition to driving local employment, this enriches local resource preparedness for IT enabled activities.

  On-site Implementation
   

Comat has developed effective processes for managing online and onsite work even in remote areas of India. We have fine tuned infrastructure requirement planning, logistic processes and technology requirement for onsite implementation. We have also developed portable power and data backup systems that are required in onsite operations.

  System Integration
   

With extensive knowledge and experience with partners in hardware, software and networking solutions, Comat has the ability to provide System Integration at the state, district and sub-district levels. We also undertake comprehensive facility management of all infrastructure including consumables.

  Project Operationalization
   

Comat has the ability to undertake Operationalization and project management activities at various levels. Our operation plan generally extends to simultaneous hands-on training of the Government’s administration staff to help them takeover the operations in a span of 12 to 24 months. In case of BOO and BOT models, we provide extensive training to the facility operators to ensure success of the project. Measurement and verification is an integral part of our implementation. This provides a mechanism to capture any shortcomings in the implementation and allows us to fine tune the process and infrastructure for improved results.

  Turnkey Projects
   
Comat has significant experience in implementing the activities at the Taluk level (sub-district). We have been responsible for implementation and operationalization of over 75% of the award winning “Bhoomi” project. Comat is a pioneer in village level implementation of several projects including on-site data collection (text, photographs and biometrics), data validation, digitization and printing at the village level. Our teams have visited over 100,000 villages across the country, implementing projects even in the most difficult of terrains.
