Land records document is one of the basic documents issued by the Revenue department to its farmers. The Land records Information (KHATAUNI) is a prime requisite for making decisions related to the land investment, development and management. The need was to computerize land records to help in issuing land documents online and timely availability of updated information. There had to be change of current manual processes including introduction of concepts like First in First out (FIFO) for citizen requests, On-line Mutation, Recommendation on legislation changes, recommendation on user charges model, manual data digitization and validation processes. The application to be developed using n-tier architecture and should be scalable to meet the future requirements of the department. Application security features had to include biometrics authentication of users and operating land records Kiosks.

 

The total solution was very user friendly. Information was made available at the click of a button to farmers, government and other agencies, that eliminate dependence on middlemen. Reliable data was available to government and Citizens. Data is secure and Maintenance made very easy. Transparency and accountability was brought into the system. All mutations n Land Records Data can be carried out online. SQL Server 2000 Enterprise Edition data base used with Windows NT Operating System. Microsoft .NET framework, VB.NET, ASP.NET and XML were the Web Technologies used. The Software Environment was Server – Windows 2003 Server SQL Server 2000 Enterprise Edition, IIS 6.0 or higher, Client – Windows 2000, Windows 98, Windows ME, Windows NT, Windows Server 2003, Windows XP, Latest Service packs and critical updates on all OS installations, Hindi/Regional language Version Software. The development environment had Microsoft .NET framework VB.NET, ASP.NET, IIS 6.0 or higher. The Hardware environment had a generic Intel server equipped with two hard disks (i.e. at least RAID 1), 512 MB RAM, DAT Drive and CD-Writer. The Land Records Management System application runs on this server.
